French Senator Gilbert-Luc Devinaz has introduced a groundbreaking bill to legalize cannabis in France, aiming for implementation by January 2030. The proposal, backed by 43 co-signatories, seeks to establish a regulated framework for cannabis production, distribution, and consumption, marking a significant shift from the country's long-standing prohibition policies

This legislative initiative is distinctive in its approach, combining elements from Canadian legalization and German proposals. The bill suggests creating a National Cannabis Control and Management Agency under the Health and Agriculture ministries. This agency would oversee licensing for all cannabis-related activities, ensuring quality control and promoting risk reduction strategies

The proposed framework includes provisions for cannabis cultivation by interested farmers and Cannabis Social Clubs. Retail sales would occur in specialized stores, some of which may feature consumption areas similar to Dutch coffee shops. The bill also outlines a taxation model, proposing a 33% tax and fixed fees based on unit purchases, although the definition of 'units' remains unspecified

Advertising for cannabis products would be strictly limited to retail locations, and selling cannabis to minors would incur significant penalties. A transitional period would begin immediately upon the bill's passage, allowing for the decriminalization of up to 25 grams of cannabis, while the regulatory framework is developed by the new agency

Despite the bill's comprehensive nature, several aspects are deferred to potential future decrees. The proposal challenges the current conservative stance of the French government, aiming to spark debate on cannabis policy. Senator Devinaz emphasizes the importance of discussion, stating that it is preferable to continued silence on the issue
