German Cannabis Social Clubs (CSCs) are actively advocating for more practical and realistic cannabis legislation as the country moves towards legalization. A draft law concerning the establishment of Cannabis Clubs was leaked on May 9, 2023, prompting a detailed examination and discussion among various CSCs. The clubs have collaborated to draft a position paper highlighting practical issues with current regulations, drawing comparisons to the situation in Malta, and suggesting specific amendments to the proposed legislation

The initiative, led by CSCs in Lübeck, Weimar, and Baden-Württemberg, has garnered support from 37 CSCs, LEAP, DHV Ortsgruppen, CSCD, and the CSC Founding Community. The position paper aims to influence lawmakers by providing constructive feedback on the draft law to ensure it is both feasible and effective. The clubs believe that incorporating their recommendations will facilitate the swift and successful operation of cultivation associations, aligning with the socio-economic goals of cannabis re-legalization

A key focus for the Cannabis Social Clubs is to contribute to the federal government's objectives by establishing a socially sustainable framework with high-quality standards. They emphasize the importance of protecting youth and consumers while promoting informed consumption practices. The clubs are also committed to collaborating with prevention and addiction organizations to ensure safe access to locally cultivated cannabis, which they view as essential for the sustainable operation of the clubs

The CSCs argue that reducing the black market for cannabis can only be achieved if private or community-based cultivation is regulated in a reasonable and evidence-based manner, free from outdated stigmas. They stress that a balanced approach to self-cultivation and commercial sales models is crucial for the success of the legalization process. The clubs are hopeful that their input will help shape a more effective and realistic legislative framework

Looking ahead, the revised cannabis legalization proposal is expected to be presented to the German cabinet by mid-August. The CSCs remain optimistic that their recommendations will be considered, paving the way for a legal framework that supports the sustainable growth of the cannabis industry in Germany.
