Lithuanian Parliament Advances Cannabis Decriminalization Measures

Lithuania's parliament has approved measures to decriminalize small amounts of cannabis, replacing criminal penalties with fines, signaling a shift in drug policy

Key Points

  • 1Lithuanian parliament approves cannabis decriminalization measures
  • 2Proposals replace criminal penalties with fines for small cannabis possession
  • 3Initial rejection overturned due to procedural issues
  • 4Broader agenda focuses on delaying drug use and managing risks
  • 5Potential influence on regional drug policy reforms

In a significant move, Lithuania's parliament, the Seimas, has approved a national agenda aimed at reforming drug, tobacco, and alcohol policies through 2035. This agenda includes proposals to decriminalize the possession, acquisition, storage, and transport of small amounts of cannabis. The decision marks a pivotal shift towards a more lenient approach to cannabis use

The proposed measures, as reported by Lithuanian media outlet LRT, suggest replacing criminal penalties with administrative fines for minor cannabis offenses. Individuals caught with small quantities of cannabis would face a warning and a fine ranging from 50 to 300 euros, rather than criminal charges. This reflects a growing trend in Europe towards softer drug policies

Despite initial resistance, the Seimas has moved forward with these proposals after a previous attempt to pass similar legislation was rejected. The earlier rejection was due to procedural issues, including the lack of expert opinions before the vote. However, a subsequent review by the ethics and procedures committee led to the proposal being revisited and approved

The broader legislative framework aims to delay the initiation of psychoactive substance use and manage associated risks. It also emphasizes the importance of providing quality treatment for addiction. Municipalities are encouraged to implement control measures and harm reduction strategies as part of this comprehensive approach

Looking ahead, the approval of these measures by the Seimas could signal a shift in Lithuania's drug policy landscape. If successfully implemented, this could pave the way for further reforms and potentially influence neighboring countries to reconsider their own drug policies. The move is part of a broader European trend towards reevaluating cannabis laws
