Luxembourg is taking significant steps towards the legalization of cannabis, with a new pilot project set to be reviewed by the country's government. This development follows years of deliberation since the idea was first proposed in 2018. While the initial plan allowed for personal use and home cultivation, it lacked a framework for sales or Cannabis Social Clubs

The recent announcement by Health Minister Paulette Lenert has revived the momentum for legalization. Lenert stated on RTL, a Luxembourgish radio station, that the pilot project would soon be presented to the Council of Government. This initiative aims to introduce controlled public sales of cannabis, mirroring Germany's experimental approach

In June 2022, Justice Minister Sam Tanson introduced a bill as part of the legalization process, which permits adults to grow up to four cannabis plants per household from seeds. However, the State Council raised formal objections, prompting the Justice Ministry to amend the legislation. These modifications need to be completed before the parliamentary elections on October 8

Despite these challenges, the Luxembourg government is committed to advancing cannabis legislation. The proposed pilot project is seen as a crucial step towards broader legalization and regulation. The outcome of this initiative could influence other European countries considering similar measures
