NORML has introduced its 2026 Cannabis Freedom Survey, aiming to capture how free cannabis consumers actually feel regardless of what state laws technically allow. The organization is encouraging users across the United States to participate in the survey before April 20, seeking insights that reflect daily realities rather than statutes on paper. According to High Times, "Laws on the books and lived reality are two different things," emphasizing that legal status does not always translate to genuine freedom for users

The survey, which takes just about a minute to complete, asks participants about their ability to buy cannabis legally, concerns over legal consequences, and what reforms would most improve their lives. It highlights the discrepancy between formal legalization and lingering fears over employment, housing, custody, or law enforcement. NORML intends to use the results to present a national snapshot to policymakers, the media, and the public in the lead-up to 4/20, amplifying the voices of consumers in real time

This initiative comes at a time when federal rescheduling efforts have stalled and enforcement priorities are in flux, making the rights of cannabis consumers appear more uncertain than in previous years. "Those are the questions that matter right now, in a political climate where federal rescheduling is stalled, enforcement priorities are shifting and the rights consumers thought they had are looking less certain than they did a year ago," High Times reports
