Sonoma County Halts Drone Surveillance After Lawsuit Over Cannabis Enforcement

Sonoma County in Northern California has suspended its drone surveillance program following a lawsuit filed by the American Civil Liberties Union (ACLU), which accuses local officials of conducting about 700 warrantless drone flights over private properties since 2019. The program, initially aimed at identifying unlicensed cannabis cultivation, also targeted residents for unrelated minor building code violations, leading to severe financial and personal consequences for many. Officials have paused all drone flights while negotiating a potential settlement

The enforcement campaign sparked widespread criticism after dozens of residents, including small-scale cannabis farmers and homeowners, faced foreclosure, eviction, and six-figure fines. According to the ACLU's complaint, nearly half of the drone flights in 2024 were unrelated to cannabis. Keni Meyer, one affected resident, lost her home due to alleged minor code violations and now lives in a trailer park. "Like anything, I can sit and feel sorry for myself or I can take action. I'll never stop fighting the good fight," Meyer stated

Many cannabis cultivators, both licensed and unlicensed, were swept up in the crackdown. Elias Stravenitis, a former cannabis farmer who operated Nor Cal Pharms, described the campaign as a deliberate effort to undermine local growers. "The objective really was just to destroy cannabis cultivators in Sonoma County and they were successful," Stravenitis claimed. He invested $250,000 in a nursery employing 20 people but is now battling a million-dollar fine and the loss of his property

Even those who attempted to comply with regulations faced insurmountable obstacles. Jeremy Freitas, a licensed cannabis farmer, found himself caught between conflicting state and county rules, ultimately accumulating $83,000 in fines. The mounting financial pressure led to the brink of bankruptcy and contributed to the breakdown of his marriage. "I think it's pay-to-play. I served my country for things like this not to happen," Freitas said

The ACLU’s 43-page lawsuit alleges that drones sometimes flew as low as 50 feet, capturing high-resolution images of private areas including backyards and children’s play spaces. Internal documents cited in the complaint indicate authorities shut down 863 cannabis cultivation sites during the enforcement period, reducing legal cannabis acreage from around 50 to 10 acres. Three senior officials from Permit Sonoma have since departed amid legal scrutiny, and the county has stated it is not currently conducting warrantless drone flights as settlement talks continue
