Connecticut Faces Loss of Its Last Medical-Only Cannabis Dispensary Amid Regulatory Stalemate

Bluepoint Wellness, Connecticut’s last medical-only cannabis dispensary, may close or relocate after local zoning denials, signaling a shift toward hybrid cannabis retail statewide

Key Points

  • 1Bluepoint Wellness faces closure or relocation due to Westport’s ban on recreational cannabis sales
  • 2Connecticut’s medical-only dispensary model may disappear as hybrid stores dominate the market
  • 3Medical cannabis patient numbers and sales have sharply declined since adult-use legalization
  • 4Local zoning regulations are driving dispensary strategy and market access
  • 5OG Lab notes this case highlights the need for regulatory flexibility as adult-use markets expand

Bluepoint Wellness, Connecticut’s final medical-only cannabis dispensary, is poised to close or relocate following ongoing denials from Westport’s Planning and Zoning Commission to permit recreational marijuana sales. The dispensary, which opened in late 2019, has been unable to transition to a hybrid model like most of its counterparts in the state, leaving it at a competitive disadvantage as the market rapidly shifts toward adult-use products

After Connecticut legalized recreational cannabis in 2021, many dispensaries adapted by offering both medical and recreational products. However, Westport amended its zoning code to block recreational cannabis businesses, citing concerns over increased traffic and community impact. This local regulatory barrier forced Bluepoint Wellness to turn away customers seeking adult-use products and has left the dispensary’s future uncertain. "Each day, we have to turn away local residents visiting Bluepoint asking if we sell recreational products," said Nick Tamborrino, Bluepoint’s co-founder, during a 2023 commission meeting

Unable to expand within Westport, Bluepoint Wellness has already opened Venu Flower Collective, a recreational store, in Middletown, about 50 miles away. The company is now relocating its medical dispensary within Westport for the next 18 to 24 months, but unless local zoning changes, it will likely move to another, as-yet-unidentified town and transition to a hybrid model. This development could mark the end of medical-only dispensaries in Connecticut, as the state’s 61 licensed cannabis stores increasingly offer products to both medical patients and recreational consumers

The shift in consumer behavior has been dramatic since the state launched recreational sales in 2023. The number of registered medical cannabis patients dropped from nearly 49,000 to fewer than 32,000, and annual medical sales fell by $21 million from 2024 to 2025. "It’s becoming more and more difficult for most stores to think medical only," observed Ben Zachs, chief operating officer of Fine Fettle, which operates nine hybrid dispensaries statewide. State cannabis ombudsman Erin Gorman Kirk attributed this decline to high prices, inconsistent product quality, and limited selection compared to neighboring states

Regulatory challenges continue to shape Connecticut’s cannabis landscape, with local zoning decisions exerting outsized influence on dispensary operations. As the medical-only dispensary model faces extinction, patients who rely on specialized care may need to adjust to hybrid environments or travel farther for service. For the global cannabis industry, this signals the growing dominance of adult-use markets and the need for flexible regulatory approaches to sustain specialized patient care. OG Lab will be watching how Connecticut’s evolving policies and consumer trends shape the future of its medical cannabis program
