Pennsylvania Voters Overwhelmingly Back Marijuana Legalization in New Poll

A new poll shows that 69 percent of Pennsylvania likely voters support legalizing marijuana for adults, with strong bipartisan backing and increasing pressure on lawmakers to act

Key Points

  • 169 percent of likely Pennsylvania voters support adult-use marijuana legalization
  • 2Support for legalization crosses party lines, with majorities among Democrats, Republicans, and independents
  • 3Governor Josh Shapiro estimates legalization could bring in $1.3 billion in five years
  • 4The state’s Independent Fiscal Office projects annual revenue could reach $432 million by 2031
  • 5A Senate committee advanced a bill to create a Cannabis Control Board, which could oversee adult-use cannabis if legalized

A new statewide poll reveals that 69 percent of likely Pennsylvania voters support legalizing and taxing cannabis for adults 21 and older, with strong majority backing across party lines. The survey, commissioned by the Pennsylvania Cannabis Coalition (PCC) and conducted by Susquehanna Polling & Research, highlights that support is not limited to one political group: 72 percent of Democrats, 67 percent of Republicans, and 64 percent of independents favor the reform. The poll sampled 705 likely voters between March 7 and 19, 2026, and carries a margin of error of ±3.7 percent at the 95 percent confidence level

Support for legalization in Pennsylvania is robust across age, racial, and geographic demographics, according to the survey. Notably, when respondents were asked about legalization legislation with provisions for strict consumer safety standards, product testing, and protections against youth access, support increased to 72 percent. Additionally, 89 percent of those polled favor legislation that restricts sales of intoxicating THC products to licensed, state-regulated businesses, removing them from venues like gas stations and convenience stores

The polling results come as Governor Josh Shapiro amplifies calls for lawmakers to pass adult-use cannabis legislation, emphasizing the financial benefits. In a recent social media statement, Shapiro said, “If we legalized and regulated adult-use cannabis, we’d bring in $1.3 BILLION in revenue for our Commonwealth over the first five years.” He argued that these funds could be reinvested in education, public safety, and economic development, urging legislators to act: “Stop with the excuses. Let’s get this done.”

Despite broad public support, legalization has stalled in the Pennsylvania legislature. The Democratic-controlled House of Representatives passed a bill last year to legalize cannabis and establish state-owned dispensaries, but the Republican-led Senate has neither advanced this proposal nor put forward its own legalization model. Meanwhile, the state’s Independent Fiscal Office estimates that legal cannabis could generate up to $432 million in annual revenue by 2031, a projection that outpaces the governor’s own forecasts

Regulatory efforts are also underway to address the proliferation of unregulated THC products. Last month, the Senate Law and Justice Committee approved a bill to create a Cannabis Control Board, which would oversee the state’s medical marijuana program and intoxicating hemp products—and could eventually regulate adult-use cannabis if legalization passes. Meredith Buettner Schneider, PCC executive director, underscored the urgency for reform, stating, “Pennsylvanians are sending a clear message: they want a system that is safe, regulated, and responsible.”

From the OG Lab newsroom perspective, these poll results signal a pivotal moment for Pennsylvania’s cannabis landscape, with bipartisan and demographic consensus paving the way for legislative action. The combination of strong public demand, significant projected revenues, and mounting pressure from state leadership could make Pennsylvania a key battleground for adult-use legalization in the Northeast. Industry stakeholders and advocates will be watching closely to see whether lawmakers respond to the clear mandate from voters in the coming legislative sessions
