A renewed campaign to roll back Maine's recreational cannabis law is gathering signatures statewide, with out-of-state organizers aiming to place the measure on the November 2027 ballot. Signature collectors were seen at polling locations during the June 9 elections, soliciting support for a proposal that would end commercial cannabis cultivation, sale, and manufacturing in the state beginning in 2028. The effort, which had appeared dormant after missing a previous deadline, now has approximately 40,000 of the 67,682 signatures required to proceed, according to Caroline Alcock, the campaign’s general consultant

The initiative is largely funded by Smart Approaches to Marijuana (SAM Action), a nonprofit that contributed $2 million to the campaign last December. Local cannabis advocates have criticized the heavy involvement of out-of-state interests, with state Rep. David Boyer remarking, “To make a bad poker reference, they are ‘pot committed.’”

If successful, the proposed referendum would dismantle Maine's commercial cannabis market but still allow adults to possess up to 2.5 ounces for personal use. The measure would also impose stricter testing and tracking requirements on the medical cannabis sector, provisions previously rejected by the Maine Legislature. The petition remains valid through spring 2027, giving organizers ample time to continue their signature drive over the coming months

Maine Secretary of State Shenna Bellows has publicly urged citizens to read petitions carefully before signing. Alcock, the campaign's consultant, pushed back against the claims, stating, “We are not out there telling anyone to be deceptive to voters or use anything aside from approved, verified talking points about it.”

The legal framework for signature collection in Maine has shifted due to court rulings that made residency requirements for petition circulators unenforceable. This has allowed out-of-state campaigners to participate, provided they agree to Maine’s legal jurisdiction. In response to the campaign’s resurgence, Boyer has begun organizing a local opposition effort, focusing on raising funds for advertisements and outreach. “We don’t have to match one to one, but you know it’s never great politically if your opponent’s on TV and you don’t have the funds to respond back,” Boyer noted
